Topic	How come Koga got promoted to the Elite Four?

It would make zero sense for a trainer starting in say Saffron City to have to back track all the way to Pewter City to start their journey. They do in game, he used the same Pokemon whether or not you had Sabrina's first. They also use the same in the anime. The only change is in Origins and in the Manga maybe. I'd say it's pretty much canon because of Origins. The only reason we don't see it in game is because there's no reason for that. The game revolves solely around the player. Although you'd think some random NPC would have commented on it by now. Nah, since it never shows up when you go out of order and their levels increase as you rematch them in the only gen you can, I'm just going to say Origins in the only canon where it's actually true. Also in instances where gym leaders show up to help you out and they're still using the same weaker Pokemon. I guess calling it canon isn't the right way to describe it.
