I'm not willing to risk giving these sort of people something truly dangerous. Sure, there'd be good people with powers to stop them but with the right power they could do immense damage before they were stopped. That's my initial reaction. Imagine everyone with laser vision or something like that... Also, wouldn't children have this super power too?
