I think the ship parts have two layers of randomness to them - each part is of course randomized as you get it, but I also remember reading that there is some RNG made when you create the file that determines the commonality of specific sets for that entire playthrough. The one thing I'm not quite sure of is if it actually makes it impossible to get all of the parts, but I can say that from my experience playing it, I didn't even come close to getting everything, but I still got treasures often enough to frequently have repeats.
