You're aware he's probably going to get 8-10 years for those 20 blocks of harassment, right? Odds are he won't live through his sentence. This is as opposed to a normal intimidation charge with a reasonable sentence.

The difference being that normal intimidation is directed at individuals. Hate crime intimidation is directed at a large group. Much like any crime, the scale factors into the severity of the sentence.

Quite simply, if you don't want to go to jail for 10-20 years, don't follow people for 20 blocks aggressively harassing them for no other reason than that they're wearing clothes from a culture you don't like. That's really not hard to avoid doing.
