To be fair, I'm not really sure what you're talking about with the other games though.

In other games, even if you get 1st in every race, you might still get 2 stars.

For Mario Kart 7:
"To get this second star, you must stay in first for 50% or more of the last two laps of the race. The first lap does not count--only the last two."

As for the third star, no one really knows what it takes, as far as I've seen.
