Income inequality, around the world, means people aren't being educated about methods to protect and control against unwanted pregnancies. Synergistically, the push of conservative values (usually derived from any religion) to prevent even those wealthy enough to lose control of their bodies and homes. This has been developing for centuries though, with different renditions being influenced by racism, sexism, and Otherisms of all kinds.
