No, it's a statement of fact. The Nazi Party ended right around the end of WWII, just like the CSA ended with the Civil War. While some people can get dressed up and play make-believe, they can never truly be a part of either group because the groups are gone. The only way is to invent a time machine and, all things considered, that'd be a very shitty use of a time machine.
