The officers were not trained on the new law and thus were operating under the older law. Nurse brought up new law. Officers didn't know about it and so assumed it was wrong. Confusion happened. I mean, the officer is wrong cuz the body cams apparently told him to let it go and not worry about it before he arrested her.
