People who are most obedient and willing to enforce top management's policy get those positions, as opposed to the smartest workers. Of course, a combination of the two would be ideal, but it rarely happens for obvious reasons (if you're smart, you can see the flaws in top management's policies, so you're less willing to enforce them). --- Blitzball fan?
