I can kind of see that. I don't think Terra is that boring until WOR when her plot goes pretty downhill super fast (But so do a whole bunch of plotlines in FFVI) but I can see why people think Cecil is kinda vanilla. I admit part of why I like him a lot is because FFIV was my first mainline FF game and I actually like the simplistic storyline of dark knight finds guilt in his actions, and tries to redeem himself best he can while also unveiling a fiendish plot. The game ends up being an epic adventure in scope as he traverses through the world, the underworld, and even the moon to set things right in his kingdom. It just doesn't seem big cause a lot of JRPGs have kinda made their plots way more complex in comparison and larger in areas such as character development so it seems like Cecil is kinda basic in comparison. But I think basic works well in the frame and storytelling that Square was trying to do in FFIV.

Granted, I haven't replayed it in a long while and maybe I deserve to see if my feelings are just rose-tinted nostalgia or not but I think FFIV has surprisingly a lot of depth within it and a lot of novel ideas in the JRPG genre

This is pretty much my thought process too. I think IV's strength lies in its simplicity. It's almost refreshing to play a game that doesn't bombard you with complicated lore and over the top plot twists.
