I'd say yes and hopefully both sides have enough mutual respect for one another to not try and take said friendship any further. Imagine having a good friend that you have no attraction or romantic feelings toward and said friend comes out and expresses his/her feelings toward you. Would you want to be put in a position where you have to either turn down said friend or worse, pretend to have interest so you won't hurt his/her feelings?

I kinda find it disrespectful to put someone in that position especially if it was already established he/she has no feelings toward you. Of course being friendzoned stinks but it just goes you show you care more for your own feelings than the wishes of your friend. At some point one must simply accept the reality of the situation and not keep pressuring said friend.

Granted there is that chance both friends do have some feelings for one another and are clueless to it but I assume this to be a rarity. At the end of the day, if you care for said friend and respect his/her wishes to just stay as friends, don't try and start anyway. Seems cowardly but it goes you show you care more how for he/she feels than what you want.
