He is accidentally given the powers of Bat-Mite I believe (I think he was trying to give Batman his powers but missed). One of those higher-dimensional beings like the being with the weird name who even the most powerful variants of Superman can only deal with by tricking him into saying his name backwards and thus having to go home to his dimension. That thing about Superman destroying a solar system with a sneeze? That was because of magical sneezing powder poofed into existence by one of these guys to mess with Superman, and arguably the REAL reason the sneeze was that destructive.

Among the things Joker can do while having those powers are high level reality warping (global scale if desired), easily killing Batman, bringing batman back to life from the dead so he can kill him in a different way, etc. I forget how they managed to convince/trick him to give the powers back up, but during the time he had them he was basically among the strongest beings in the DC universe (due to possessing powers that normally should only be possessed by outsiders).

It definitely gives him a vast amount of fighting power. "Fortunately," his primary concern was having fun by killing batman in every way he could think of. Likely, he is beyond planet buster with that power.
