Yeah, up until this point we've had rounds where Whirly dickishly voted for Pokemon that weren't in the round, or polls where I can't enforce who does or does not vote. This is the first round since he revealed his cheating (on top of the extra dickish behavior, which I am not willing to be lenient towards) where his votes might actually matter, thus I must clarify that he has been banned.
