Technically yes, though it is kept and stored away from general use, will be significantly harder to abuse too.

I know you are trying to say well that is a good reason! Though does that really help? 11 school shooting (and JUST school shootings) in a month, a single month. Never mind the gang murders, the suicides, the general accidents. Do you really want to argue the semantics?

There is no good reason to keep a gun at home or on your person, aside from in very narrow and incredibly controlled purposes, they should be heavily registered and licenced with continuing checks on the owner to ensure they are fit to keep and own the weapon. Is that better for your semantics?
