Flowey (Undertale)

"Howdy! I'm FLOWEY! FLOWEY the FLOWER! Hmm...You're new to the UNDERGROUND, aren'tcha?"

Flowey's greatest strength as a character is his unpredictability. He's the first thing you see in Undertale and it sets the tone for the rest of the game. Whether he's saying sickly sweet and innocent things, or creeping the hell out of you, or appearing at the edge of your screen for a split second before disappearing from view, Flowey always keeps you on your toes. He doesn't get a lot of screentime compared to mose other characters but boy howdy does she make use of it. The final segment in Playthrough 1 is one of the most shocking and terrifying experiences I've ever had in a video game - and I'm no stranger to horror games!

If that was all Flowey was, it wouldn't be enough to make the list. But Flowey, in addition to being an effective villain, is a very interesting character. The things you learn about him, his past, and his personality in the Pacifist and Genocide endings are woven perfectly into Undertale's themes and represent some of the strongest writing the game has to offer. There's more than a hint of tragedy to this weird and creepy flower, far more than you would expect from your initial impressions of him.

While Undertale has a lot of memorable characters (one might be appearing later on...!), no character has a bigger effect on the game's quality than Flowey. Undertale would be a much lesser experience without him.
