Not sure if context matters here but just in case, it's a ring-out tournament battle royale. Goku has unexpectedly re-awoken a form that allows him to dodge...pretty much anything, by letting his body react without waiting for his brain to send impulses to his limbs. You should be able to tell that the character he's fighting is pretty powerful just from the visual effects, but she's stronger than Goku (who is basically the 2nd strongest fighter in the 80 person tournament at this point) in his previously most powerful form, Super Saiyan Blue (basically a godly super saiyan).

The Kamehameha itself is his signature move, a concentrated beam of his own energy or "ki" as it's called, as well as his most powerful attack that only uses his own energy (the Spirit Bomb is more powerful but he uses it so rarely and it also takes everyone else's energy too.) He doesn't always use it as just a finisher but it's essentially "his" move. He has taught it to his sons and there are a couple other people who know it but Goku and his son are really the only ones who know it that matter.
