The job centers and nice cities are super expensive, while commuting from a decent suburb is like having a second, part-time job. There's plenty of space but not enough housing and not enough water. Lots of people are unhappy, yet far fewer than 50% of them actually end up moving, and net migration into the state is so large that CA's total population is still growing faster (in percentage terms) than most other states.
