It is, but the problem is exacerbated in CA by the skyrocketing cost of housing and suburban sprawl hopelessly outpacing infrastructure upgrades. Wages are higher in CA but the percent of income spent on housing here is worse than anywhere else in the nation. I'm sure it's worse in CA. But leaving CA won't suddenly make that problem go away either.
