Texas chili doesn't have beans. What I believe he means to say is that the recipe of true Texas chili doesn't have beans. But some people in Texas do make chili with beans... I've heard Texans say it detracts from the flavor of the beef. Some probably do. But not all. I don't really eat chili much, but they have cook-offs all the time.
