All it really takes, is the right five lawyers decreeing that the 2nd amendment doesn't actually meant what we've thought it's meant since 1789. That's the actual plan. I'm saying citizens wouldn't let this happen. You can say its illegal, even decree it. People won't voluntarily turn them in on the scale you think. It would cause civil war.
