They're also mostly mercenaries who will do what they're told rather than risk losing their pension. I suspect some military and police would defect, but not nearly as many as people think. The national guard confiscated guns during Hurricane Katrina, and I don't recall any stories of any significant amount of guardsmen who refused to follow those orders.
