Thats how they really work.

Iirc there are bubble of pigment scattered around their body, and they can contract or relax those pigment pockets. The distribution of the pigments changes how thick or thin the concentration become at some part or which color pigment become more obvious and which not appearing.

So basically they are just muscle flexing. The closest thing human can experience is to manipulate face muscles to make expressions.

Chameleon on the other hand is wholly different. They have this crystal like structures on their skin that refract light like prism, and they move it around to control which color get reflected off it and which color gets absorbed/trapped so tjey look certain color.
