They weren't at school, which would leave them in the homes of parents, whom statistically several are going to be rapists, so teachers not removing them from their homes during those times are indirectly responsible for and rape of children during that time. He's offended by that.
He made an "apology" video too, which was basically "You're all stupid for not understanding what my point was and I'm sorry you didn't get it."
