It is forced on everyone. The smoke and smell gets everywhere. And while people who live in states where its legal are extremely quick to point out the law allows it, they're even quicker at "forgetting" the restriction in those laws (eg: states who make it illegal in public similar to open carry laws) I do live in a city, and trust me when I say that there's no problem of that here in SoCal as much as you might think.
