Lazy? wtf? While I wish there had been more courses, I can understand why they couldn't do more at the time. And, generally speaking, on-rail games usually tend to be on the shorter side.

The main-game Pokemon are just sprites, which don't require much time or effort to render in-game. Snap's are fully-rendered models with complex animations. Even Stadium's models were far simpler.

As for the levels and level length, again, that's typical for the on-rails genre. The games tend to be short, especially since they're using more developed assets in a more dynamic way rather than just reusing the same assets. Plus the courses are *designed* for replay, with alternate routes and hidden features. iirc, you'd have to replay the courses at least a few times to unlock other courses.
