I guess 13. I dont play the online ones and I consider 12 to be the worst entry to the series. I consider 15 to be the most sloppy and half-assed game that literally didnt have a story. How that game even got a number in the series baffles me.

13 has many flaws, but it was the most fun. The battle system was definitely not the direction I wanted the series to go, but it is sadly the best entry since 10. People judged 13 on what it was not, rather than what it was.
