I believe you just have to see all the pokemon, which should happen naturally in a normal playthrough You must complete the entire Sinnoh Dex in Platinum to unlock Pal Park as well as D/P. Also, only if you don't miss anything. Several only appear on a single trainer somewhere in the world. A few of these trainers are in completely random routes you never have to take, and even if you do you never have to fight them. Some kind only be found in the wild in singular or obscure spots. I remember in Platinum the only place in the entire game to find Hippopotas was wild in the Ruin Maniac cave, which when you get there will likely be tiny and you won't spend much time in there at all. Even if you stay in that small hole for 5 random fights there's no guarantee you'll see one. I remember this because it ended up being the last one I found in the entire Sinnoh Dex. --- Never underestimate the power of stupidity in numbers. ~War13104 Never stoop to the level of idiots.
