I do agree it seems like a deceptively good tome but you need a specific type of unit to really use it and I don't think I have any blue tome users that really profile as good users. Ninian herself is one of the good ones but yeah I could sooner see myself distributing two Chill Atks. Thinking I might give Matthew one. Seal Atk + Atk Smoke is often excessive since the Atk Smoke will often hit the initial target anyway (or the initial target will be dead)-- Chill Atk would make him stronger in a lot of situations. --- No problem!
