Like in DBZ, someone attacks Frieza and they think they got him but when the dust clears it turns out he's not even scratched because he has a bigger number. That's something you see a lot of in DBZ, or at least think of when you picture the cliches. I think by the Cell Saga they work on the formula so it doesn't happen to quite the same extent. It's fine if they throw up a barrier or something, or do something more tangible like withstanding punches, just not being naturally immune to giant energy beams from lower level fighters. The fakeout isn't even convincing. Nobody believes that a random Namekian just vaporized Frieza before Goku could get there.

I rationalize that like this: When piccolo is fighting android 20, he mentions how the z fighters use their ki to sharpen their strikes at the moment of impact to give them some extra punch. It stands to reason that fighters can also use this defensively, maybe not always creating a barrier like android 17, but almost wearing it like armor. So it looks like they're just immune for whatever reason but it's actually that their ki is so powerful they can easily block out the ki of their opponent's attack.

That's how I like to think of it anyway.
