Not even. Grunty's tower is just a straight climb, one level after another, whereas Peach's castle has open sections and lets you choose which levels to do in each area. Then there's some levels actually being somewhat hidden making their discovery pretty fun, then levels where how you enter has an effect on the level itself.

Then there's the actual levels in Kazooie that are linear. The placement of notes and stuff dictates the path you walk pretty heavily, while Mario's levels feel like actual sandboxes.

Idk. The reason insaybtheyre similar is because you collect something(stars/jiggies) that will let you open the next level. And if you collect enough, I think you should even be able to skip some. I know you could pass be certain levels in Tooie, though. But I think you could, too. The notes in the level did make certain ones pretty linear, though...
