That's not how that works.

If you are a private citizen who is the victim of a tortfeasance, you can choose to sue the tortfeasor in civil court.

If you are a private citizen who is the victim of a crime, you have basically no say in whether or not criminal charges will be brought against the person who committed the crime. If the person who committed the crime also committed a tortfeasance against you, see above.
