Shane was actually a great choice at the start of the brand split, but over time he just became woefully unnecessary since his character didn't make face decisions. You might as well have a Kurt-styled hobbled-by-heel-superiors GM at that point for all the logic you'll get out of them. Tunney is that perfect balance of non-character and impartiality that allows a storyline decision to just flow without a character overshadowing the in-ring workers. My list is easily Bischoff on top, but I would put Dario Cueto in the #2 spot.
