A bit defensive, but not scummy. If I'm choosing one of the two Watcher claims to be scum, I'm almost certainly going with Zam. Though I also don't like Zach and the way he wanted to keep going on claimed Town Power. That's a really bad behavior, even if the results end up with Zam as scum. Would Zach bus an ally before a counter claim even happened? Still mulling that interaction over.
