'Echo Fighters' basically amounts to 'characters that are popular but we're hesitant to include because they would be too similar to existing characters, and people get really upsets about clones, oh wait, let's just rename clones to Echo Fighters and call it a day'. It's going to be on a case-by-case basis, based on what popular characters that are possible to include with very little dev time needed.
