Funny enough, the big reason why prisons are the way they are today: Labor Unions. Back about 100 or more years ago, prisons used to take the people who were in their care and teach them a trade. They would find jobs they were good at, train them to do those jobs, even make sure to set up things like housing and work for them once they got out. The problem? It was undercutting the existing workforce because these people could be hired for less then your average Joe off the street who needed to support his family. So when the Labor Unions started gaining traction one of the first things they did was make it illegal to use prisoners as a labor force. They even went as far as to perpetuate the "chain gang" stereotype to force people to change the system. Fast forward to today and this is where we are. --- I am a senior software engineer.
