The fact that she's possibly an ex girlfriend makes the 'wrong apartment' extremely suspect. The best we can come up is that 'it's an honest mistake'? No. Shooting someone is a deliberate act. A police officer should be more rational than to resort first to murder. Everyone should be more rational.
