Tommy Monaghan is on the surface a Punisher-type, but go deeper and you'll find his personality fits way better into the roguish and rebellious nature of the rest of the team. Punisher therefore is redundant. If you're looking for a character that maybe fits outside's the team main chemistry, Hex is it.
