I actually like both games but Xenogears, even despite the second disc being unfinished, has many faults with it's gameplay. The leveling aspect already mentioned being a big part of that. And yeah FF8 has it's faults too. At least levels and junctions have meaning whereas in xenogears, you buy the next piece of equipment and the fights become steamrolls.
