Given that it's 2K, I can pretty much guarantee that the only reason they're steering clear of PC's is because they know PC users can just mod the game instead of paying for microtransactions. It's nothing to do with system power and everything to do with what will allow them to best milk their audience.

Pretty much. As much as publishers like to trot out the "player choice" and "it's optional" defenses whenever they're criticized for implementing such systems, they want players to choose to buy microtransactions. Nobody is going to try to sell you something they don't want you to buy. When the person selling you stuff also has complete control over the game that might motivate you to buy that stuff, you can pretty much guarantee the game's going to be designed to minimize how optional those microtransactions really are, stopping just short of turning people away entirely.

They'll present microtransactions as an option for people who want to skip the grind, but they're the ones that chose to make the game grindy in the first place. You can still refuse to buy them, but there's a very good chance that you'll have a lesser game experience for that refusal, which is why I just don't want to give them the money in the first place. There are enough other games out there that haven't been deliberately hobbled for the sake of making more money.
