If this was the case, they wouldnt have released GTAV on PC.
They released GTAV before GTA Online became literally the most lucrative piece of entertainment ever made on the back of its microtransactions. They've tasted what they can have if people can't just mod things into the game, and I'd be very surprised if they were willing to relinquish that.

Meh. They cracked down hard over modders in Online so its reasonable that theyll do the same for RDR2 Online.
