It's not (if I were to claim, for instance, that pink dragons don't exist, people would not have to assume that pink dragons do exist until I proved otherwise), but if you want to think of it that way, Kavanaugh is the one making a claim here. He is claiming that he is the best man available to fill the Supreme Court vacancy and it is up to him to prove that, including dispelling any doubts about his temperament and ability to render sound judgement. --- Kill 1 man: You are a murderer.
