I kind of wanted to tackle this:

He can get jobs, just not the job he wants that he has a degree for. The last 10 years he hasn't been developing his skills, nor gained relevant experience. And as you said, no marketable skills that would put him above any other applicants.

On top of that, if any company googles Phil prior to a job interview, I am pretty sure Phill will get a friensly call that he is not what they are looking, before he's had the chance to attend the interview. He is extremely racist (look at his Dead Space 2 playthroug), is extremely hostile towards others and prone to bouts of rage, has absolutely no sense of personal accountability, and of course the leg scratching incident.

There are jobs where none of that matters, but those are the jobs Phil will feel like he is too good for (burger flipping, trash collecting, etc). The job Phil wants and the salary he wants are going to be a hug step back from what he is making right now, but maybe in a few yeara of now, it'll be his harsh reality.

And to further my point how fucked he is, I am 100% convinced Phil has no money set aside for his retirememt. So even if he manages to land a job and start building a 401k, he is already 15 years behind.
