Reg, even if no one trades in your league I'd still try and trade Connor and see if anyone bites. With Bell coming back there's no telling what's going to happen to Connor's value going forward. Could be a timeshare, Bell could become the lead back outright or he could end up traded (I doubt this one but eh). Otherwise...Baldwin only getting one target is crazy (luckily it didn't burn me in the one league I have him and started him). I don't think that's going to continue but you might be able to get away with dropping him as I dunno if anyone's going to pick him up after that performance leaving him on waivers to play this week and having the bye next week. So you could conceivably be able to drop him and then pick him up again during his bye if you want too.

Biscuit, I'd go Luck and then Corey Davis at WR, especially if it's PPR. He's led his team in targets just about every week so he's pretty much the only one getting consistent looks in that offense. It's just a mediocre offense. I still feel like Lockett is a risky play but he's been killing it so far so he's not a bad pickup. I'd also consider trading Ebron for WR/RB. Burton may not be as consistent as Ebron has been but he's still getting looks and is a redzone threat too. The absolute wasteland that is the TE position this year means having two quality TE's is pretty valuable imo. The fact that Ebron blew up last week and that Burton already had his bye means that if you could get something good for Ebron, I'd do it and plug in Burton for the rest of the season. There's also no telling how the targets are going to shake out when Doyle gets back.
