I dont see how making every one wait in 3 hour lines is somehow stacking the deck, except low info voters vote D at a FRIGHTENING degree, and your voter block is lazy as shit and scared by rain (while Republican voter blocks go out in monsoon type weather) so they wouldnt do it.
