Reeve, who was apparently in a contest before (but why...) bam, 20 from the main game without needing to touch spinoffs. Palmer and Heidegger would be only new contest entrants... so yeah, maybe scrap them in favour of Cissnei and Genesis for more Crisis Core representation. And then replace Reeve with Shelke for proper Dirge rep. Don't we already have 13 guaranteed to return in XXI? Rufus dodged the boots I believe.
