You can say "but he bought it legally" but, on the one hand, that's a huge fucking amount of it being transported in to a state where it -isn't- legal. If it were a personal use amount they likely wouldn't have given a fuck--unless the guy is literally smoking 24/7 that isn't a personal amount. That said, honestly, he'll probably get off after being in there for a little while due to outrage and it likely not being worth it to the state/city.
