Sure there is. Be aware of state-to-state laws. You can say "but he bought it legally" but, on the one hand, that's a huge fucking amount of it being transported in to a state where it -isn't- legal. If it were a personal use amount they likely wouldn't have given a fuck--unless the guy is literally smoking 24/7 that isn't a personal amount.
That said, honestly, he'll probably get off after being in there for a little while due to outrage and it likely not being worth it to the state/city.
That said the wording is janky so it could be bullshit and unjustifiable.
No amount of laws justifies 8 years for someone who had done no harm and wouldn't do any harm.
