The problem here is the BIOS. You could sort that out 100% legally by ripping the BIOS from an actual PS2 that you own, but doing that is beyond most people's abilities. Unless there's an open-source replacement BIOS or something now, I dunno, haven't kept up with the PS2 emulation scene in a while.

But aside from that, it's 100% legal as long as you're using your own actual discs (or ISO images ripped from your own actual discs that you still possess).
