I don't recall a cougar killing me in a single hit. In GTAV though, they can definitely one-shot you. Not directly, but I've had situations where a cougar's delivered the hit, and before I could get back on my feet to deal with it, a different wild animal / second cougar (or rarely, the same cougar) finishes me off. Yeah, this is true. The first hit knocks you down and puts you in a major animation stun lock. They usually run away after that and try to come back with the second hit, but sometimes they'll go in for the second hit immediately after you fall, finishing you off and there isn't much you can do about it.
