Usually entertainment in GTA games is meant to be a parody of something and have hidden jokes in the subtext, but here I think Rockstar has finally lost their minds. It's literally just some weird morality play that would probably exist in that time period. There doesn't appear to be any hidden joke behind it, they just decided to write, animate, and voice a regular, somewhat boring filmstrip.
